Georgia's New Water Law: What's Changing and What It Means for Business

From September 1, 2026, new regulations will come into force in Georgia, strictly governing water usage and wastewater management. These changes will directly impact daily business operations and require a systematic approach.

Until now, wastewater management in many enterprises was often considered a secondary technical issue. Systems existed, but their efficiency and compliance with regulations were rarely monitored.

The new reality changes this approach. Requirements become clear and mandatory, while control becomes systematic. This means wastewater management is no longer just part of infrastructure — it becomes a critical component of business operational stability and environmental responsibility.

What are your obligations as a business?

Under the new regulations, companies must meet several critically important requirements:

  1. Special water use permit
    Water extraction, including from wells, will only be allowed with the appropriate permit.
  2. Protection of groundwater
    You are obligated to ensure that your operations do not cause water pollution. This applies both to technical infrastructure and daily operations.
  3. Wastewater standards
    Discharged water must meet established standards. This means pollutant concentrations must be controlled and compliant with environmental regulations.
  4. Actual operation of treatment systems
    Systems must not exist only “on paper.” They must operate continuously and ensure real wastewater treatment.

What will change?

In practice, this means:

  • Inspections will become stricter and more frequent;
  • Permits will be issued based on real data;
  • Violations will be addressed quickly and effectively/

If previously it was possible to maintain systems only formally, this will no longer work.

What risks do unprepared businesses face?

Failure to comply with the legislation may result in:

  • Financial penalties
  • Suspension of operations
  • Obligation to compensate for environmental damage

Why should you start preparing before September?

The main risk is not just fines — the real threat is forced suspension of operations.

Early preparation allows businesses to:

  • Identify real gaps

Understand what does not meet the requirements before regulatory inspections begin.

  • Avoid last-minute, costly changes

System optimization takes time. Decisions made at the final stage are always more expensive and less effective.

  • Ensure operational continuity

Companies that adapt to the new regulations in time will avoid unexpected costs and production disruptions.
